This Venus Aquarius opposite Leo midheaven in 4th, is wondering about publicly standing up for their values in the face of fear – also fear of being a coward and exposed as such.

First, courage is subjective. With that said, I don’t associate, Aquarius, with courage. It’s Leo that roars. Aquarius tends to detach and vacate the premises.
I’m not judging that. We’re individuals, designed for different things!
When I think of courage, the sun and Mars come to mind. I expect sun in Leo and Aries to display courage. Mars-ruled, Scorpio, tends to have a courage as well. I’d also look at Fire sign, Sagittarius, whose courage can be fueled by their confidence in themselves and their luck.
Think about fighting a war. Who would you choose to fight alongside you (in a real battle)? I’d chose one the signs I’ve mentioned.
In your particular situation, I feel the 4th/10th houses are complicating this. These houses are concerned with safety and status. This seems the primary thing stopping you.
To get around your own block and fears, I would look to Mars… and possibly your sun. You didn’t mention your sun sign.
